All Indonesia arrival card: how to fill it in for Bali, and the forms it replaced

One free online form for immigration, customs and health, which opens 72 hours before you land and ends with a QR code. Here is the only official link, each step of the form, what customs expects you to declare, and what the card does not pay for.

The All Indonesia arrival card is a free online form that every passenger fills in within the 72 hours before landing in Bali. It replaced the paper arrival form, the electronic customs declaration and the SatuSehat health pass. You get a QR code at the end, and you show it at immigration and at customs.

If you searched for a Bali health declaration or a Bali customs declaration form, this is the form you are looking for. Neither exists on its own any more. Everything here was checked on 30 September 2026 against the immigration and customs sources cited in each section.

All Indonesia arrival card official website, and how to spot a fake

There is one official address: allindonesia.imigrasi.go.id, run by the Indonesian immigration directorate. The same form exists as an official app called All Indonesia. You do not need the app: the website works on any phone browser and produces the same QR code.

Is the All Indonesia arrival card free?

Yes, completely. There is no fee at any step, no “processing” charge and no paid fast track. The only payments tied to your entry are the visa and the levy, and they sit on two other government portals, covered further down.

The fake arrival card websites

Search for the card and the first results are not always the government. Copycat sites take the same information, charge for it and keep your passport details. Smartraveller's warning, reported by The Senior in May 2026, mentions travellers charged up to about US$143 (C$202), with another case at US$148, for a form that costs nothing.

The test is the address bar, not the design. An official Indonesian government site ends in .go.id: allindonesia.imigrasi.go.id for the card, evisa.imigrasi.go.id for the visa, lovebali.baliprov.go.id for the levy. A .com, a .org or a domain with “indonesia” and “arrival” strung together is not one of them, however official the logo. If you have already paid one of these sites, contact your bank to dispute the charge, and fill in the real form yourself anyway: nothing guarantees the copycat submitted anything.

When to fill in the Indonesia arrival card: the 72-hour window

The card can only be submitted within three days of your arrival date. Try earlier and the form will not accept the date. That makes it the one entry formality you cannot tick off weeks ahead, which is exactly why people forget it.

For most Australian flights, which land in Bali in the evening or overnight, the practical moment is the day before you fly or the morning of departure, on home wifi, with the booking confirmation for your first hotel open. Allow five minutes. The form itself takes two or three once you have your passport in hand.

Changing the arrival card after submitting

There is no edit button in the usual sense. If your flight moves or you notice a typo in your passport number, submit the form again while you are still inside the 72-hour window. The latest submission is the one the airport sees. A wrong passport number is the one mistake worth fixing: it is what links the QR code to you.

How to fill out the All Indonesia arrival card, step by step

On the home page, choose Foreign Visitor (switch the language to English at the top first if it opens in Indonesian). The form then runs over four tabs: Personal Information, Travel Details, Mode of Transportation & Address, and Declaration. The screen below is the real first tab, as it looked on 30 September 2026.

Step 1: Personal Information

The first block is the Lead Traveller: the person filling in the form. It asks for the passport country, full name, date of birth, country of birth, gender, passport number and passport expiry date, then whether you have ever entered Indonesia on a passport of another nationality. The green Scan MRZ button reads the two lines at the bottom of your passport photo page with the camera, which saves typing and typos.

Below that come your mobile number and email. Use an email address you can open on your phone, because the QR code is sent there. Travelling with others? The Add Traveller button at the bottom of this tab adds each companion to the same submission (see families and groups).

Step 2: Travel Details

Arrival date, departure date, the purpose of your visit and your visa. If you bought an e-VOA before flying, its number goes here. If you will pay the visa at the counter in Bali, say so. The card does not need a visa number to be valid.

Step 3: Mode of Transportation & Address

How you arrive (air), your airport of entry (Denpasar, I Gusti Ngurah Rai), your flight number, and the name and address of where you sleep on the first night. A hotel name and its area are enough. Nobody checks that you stay there for the whole trip.

Step 4: Declaration (health, quarantine and customs)

This is where the old health declaration and customs form now live. The health questions cover symptoms such as fever or cough and the countries you visited in the 21 days before arrival. The quarantine and customs questions cover plants, animals or animal products, goods above the duty-free limits, cash of IDR 100 million or more, and how many bags you have. The limits are in the customs section below: read it before answering, because the form does not spell them all out.

After submitting: save the QR code

Check the passport numbers one last time and submit. The QR code appears on screen and is also emailed. Take a screenshot straight away and, if you like belt and braces, a printout for your passport wallet.

Bali health declaration and customs declaration form: what replaced them

Many pages still explain these forms one by one, and that is where most of the confusion comes from. Here is where each one went.

Is the SatuSehat health pass still required for Bali?

No. The SatuSehat health pass, the app-based health declaration Indonesia used after the pandemic, is no longer a separate step. Its questions moved into the health block of the arrival card (step 4 above). If a forum post or an old guide tells you to download SatuSehat before flying to Bali, it predates September 2025.

Is there still a Bali customs declaration form (e-CD)?

Not as a separate form. The electronic customs declaration, known as the e-CD, and the paper customs card handed out on the plane were both replaced by the customs block of the arrival card (step 4). The customs officer after the baggage belt now scans your arrival card QR code instead of an e-CD code.

When did the arrival card become compulsory?

On 1 September 2025 at Denpasar, Jakarta and Surabaya airports, then at every international airport in Indonesia from 1 October 2025. Anything published before those dates describes the old system.

What to declare at Bali customs on the arrival card

Get this block wrong and it costs you a bottle, or more. The allowances below come from the Indonesian customs service (Bea Cukai) and the finance ministry regulation that sets them, PMK 34/PMK.04/2025, in force since 6 June 2025. They apply per person and per arrival.

How much alcohol can you bring into Bali?

One litre per adult aged 21 or over. Not one litre of spirits plus some wine: one litre in total, per adult. The rule people miss is what happens above it: excess alcohol cannot be regularised by paying duty. Customs seizes it and destroys it, as Kompas reported again in April 2026. The two-for-one bottle deal at the departure duty-free is the classic way to lose one of them at Denpasar.

Bringing cash into Bali: the IDR 100 million rule

There is no limit on how much cash you bring, but amounts of IDR 100 million or more, in rupiah or the equivalent in any currency, must be declared. At the rate of 30 September 2026 that is about US$5,570 or C$7,900. Answer yes in the customs block and expect a few questions at the customs desk. Very few holiday travellers come close to it. If you do, the declaration keeps the cash legal.

Gifts, shopping and the US$500 allowance

Personal goods bought abroad come in free of duty up to US$500 per person, about C$710. Above that, 10% import duty is charged on the excess, plus taxes. Your own clothes, camera and laptop are not counted as goods for this purpose. New items still in their boxes, bought for someone in Bali, are.

Food, plants and medicine

Fresh fruit, seeds, meat and dairy fall under quarantine and must be declared in the same block. Prescription medicine for your own use is fine in normal quantities: keep it in its original packaging with a copy of the prescription. Drug offences in Indonesia carry very heavy penalties, including for small quantities.

Arrival card for a family or group: one form, how many QR codes?

One adult can fill in the card for the whole family in a single session. The form is built for it: the person filling it in is the Lead Traveller, and the Add Traveller button on the first tab adds each companion with their own passport, children and infants included, since every person arriving must be declared. Nobody needs a separate account or email address.

What comes out at the end is less settled. The official guidance circulated at launch, in September 2025, and several travel sources describe one card and one QR code per person. Travellers who submitted as a group in 2026 report a single QR code for the lead traveller, with a reference number for each of the others.

Whichever you get, one rule covers it: make sure every QR code you receive is on the phone of every adult in the group, and clear immigration together. If a teenager or a friend walks through a different queue with no QR on their own phone, they get stopped. Groups of friends travelling on separate bookings are simpler filling in their own cards.

Lost the arrival card QR code, or didn't fill it in before landing?

No QR code in your email

Check the spam folder first: the email comes from an Indonesian government address, and filters often catch it. If it is not there, go back to the official site. The home page has a Retrieve Arrival Card option that finds your submission again. Failing that, you can simply submit the form again while you are still inside the 72-hour window, which gives you a fresh QR code. Do it before you leave for the airport, not in the arrivals hall.

Filling in the arrival card at Bali airport

It can be done after landing. Ngurah Rai has free wifi, called NgurahRai, with no password, and the form works on it. It costs you in two ways. You cannot use the automatic e-gates at immigration without it, so you join the manual queue. And at customs, some travellers are sent to the side to complete the form while the line moves on without them.

The airport wifi is good enough to open a QR code and slow enough to make a four-tab form painful when two wide-bodies land together. Data that works the moment the plane lands, such as an eSIM like Airalo's Indonesia plan installed at home, is the better safety net. Partner link.

At immigration

Passport plus QR code. If you bought an e-VOA and completed the arrival card, you can usually use the e-gates, which are the fastest way through. If you are paying the visa on arrival, you pay at the counter first and then queue for an officer, who scans both. Your health answers travel in the same QR code.

At customs, after the baggage belt

Customs officers scan the QR code again as you leave with your bags, and send some bags through the X-ray. Your customs answers get tested here. Tick no to goods, walk through with three litres of spirits, and two of them stay behind.

The arrival card is free, and it pays for nothing. The two charges of a Bali arrival sit on their own portals, and neither one is covered by the other.

Do I need to fill in an arrival card for Indonesia?
Yes. Every passenger arriving by air needs the All Indonesia arrival card, whatever their passport and whether or not they need a visa, children and infants included. It has been compulsory at Bali since 1 September 2025 and at every Indonesian airport since 1 October 2025. Passengers who stay airside on a transit and never pass immigration do not need it.
What form do I need to fill out before entering Bali?
One form: the All Indonesia arrival card, at allindonesia.imigrasi.go.id, within 72 hours of landing. It covers immigration, customs and health. The separate things you may also need are payments rather than forms: the visa on arrival for most nationalities, including Australians, and the Bali tourism levy.
How to submit a health declaration form online?
You no longer submit a separate one. The SatuSehat health pass that Bali used to ask for was folded into the All Indonesia arrival card, which has a short health section: symptoms, and the countries you visited in the previous 21 days. Filling in the arrival card is your health declaration.
Can I complete the Indonesian customs declaration form online?
Yes, and it is now part of the arrival card rather than a separate e-CD. The customs block asks about goods above the duty-free limits, cash of IDR 100 million or more, and plants, animals or animal products. Answer it honestly: the QR code you get at the end is what the customs officer scans after the baggage belt.
How much does the All Indonesia arrival card cost?
Nothing. The card is free on the official website and in the official app. Sites that charge for it, some of them US$140 or more, are intermediaries at best and scams at worst. The official address ends in .go.id.
